Palu city in Central Sulawesi and Boras city in Sweden will continue a joint venture to develop a sustainable waste-management facility called Palu Energy Environment as well as the Education Center for Science Environment until 2020.

Palu Domestic Waste Recovery (WRD) program manager Randy Lamadjido said the cooperation between Indonesia and Sweden was declared as the only successful joint venture in the government category during a number of international seminars.

“The achievement was discussed in a special session during the International Sustainable City seminar in Oslo, Norway, on Nov. 5 and in Berlin, Germany, on Nov. 10,” Randy told The Jakarta Post recently.

He said the achievement was presented in a limited meeting between members of the Boras municipality, Swedish International Development Cooperation Agency (SIDA) and Swedish International Center for Local Democracy (ICLD), as well as Randy as the representative of the Palu municipality, in Boras on Oct. 28.

A number of cities in Indonesia, including Yogyakarta, reportedly took part in similar cooperations but had limited success in maintaining the sustainability of the projects.

Boras Mayor Ulf Olsson was proud of the success of the program.

“The only city in Indonesia which is most successful in the program is Palu city. Palu city’s policy and commitment must be appreciated,” Olsson said as quoted by Randy.

Under the latest joint venture, the Boras municipality has pledged Rp 144 billion (US$12.5 million) to the Palu municipality, which will be disbursed over three fiscal years, or Rp 48 billion annually.

Olsson said the Boras administration would share its technology and knowledge with the Palu administration, including in the area of waste management, which would benefit people in Palu and nurture environmental education.

The Boras municipality will also accept six people from Palu to study waste management at Boras University. They will be chosen from civil servants within the Palu municipality who are proficient in English.

“They will be sent to study in Boras, Sweden, for three months next year,” said Palu Deputy Mayor Mulhanan Tombolotutu.

The cities’ cooperation started in 2009 under the WRD program. In May this year, Palu administration and Boras city administration officiated a waste-fired power plant at the Kawatuna open landfill, which was expected to supply affordable electricity to surrounding low-income households.

The project was supported by SIDA and the ICLD as its two donor organizations.

The WRD is part of the implementation of the SymbioCity program, a network of companies and organizations in Sweden created as an initiative of the Swedish government and industrial circles in the country that aims to reflect Sweden’s vision for sustainable development.

More than 200 companies are involved in the SymbioCity program, which is managed by the Stockholm-based Swedish Chamber of Commerce.

In Indonesia, the SymbioCity concept is currently being developed in Palu and Probolinggo in East Java. In the implementation, the two cities will be guided by the Public Works Ministry and the Indonesian City Administration Association (Apeksi).
