The purpose of DIALOG is to support sub-national governance following decentralisation reforms through piloting a system of providing incentives to local governments based on improvement in performance in public financial management and service delivery in health and education sectors. The project has a second goal of supporting the development of a local government monitoring and evaluation system. The project will work in Gorontalo (Kota Gorontalo, Kabupaten Gorontalo and Kabupaten Pohuwato) and Papua (Kota Jayapura, Kabupaten Jayapura and Kabupaten Biak Numfor).
