Research Partner for International REDD+ Governance
Overview

CIFOR and its partner organizations have monitored the developments of REDD+ since 2009, when the Global Comparative Study on REDD+ (GCS REDD+) was launched. Through comparative studies of the implementation of REDD+ around the world, the GCS REDD+ project takes stock of international, national and subnational REDD+ experiences to identify challenges and opportunities in designing and implementing effective, efficient, and equitable REDD+ policies and projects. To deliver policy relevant evidence, our approach is comparative and longitudinal, and combines biophysical, socio-economic and political economy analysis with an active knowledge sharing element, to provide an holistic understanding of what works—and what doesn't—in REDD+.

The German funded project ‘From Climate Research to Action under Multilevel Governance: Building Knowledge and Capacity at Landscape Scale (Acronym: MLG)' is organized in 6 work packages (WPs): multilevel governance, benefit sharing and incentives practices; landscape-scale carbon, biodiversity & adaptation trade-offs; international policy effects; REL & MRV methods; multi-scale monitoring; knowledge sharing & dissemination.

In WP3, we investigate opportunities and barriers to realize potential synergies between the multiple objectives of different international governance initiatives, and to realize the required transformational change to actually reduce deforestation and forest degradation. We assume that competition among the different initiatives and actors, their interests, and the discursive practices they employ at international level may hamper effective policy making for REDD+ at national levels. In addition, at national levels, different government agencies are responsible for the implementation of the numerous global initiatives and are often unaware of each other's activities. Hence, structures are required that allow for effective information sharing among different agencies and effective policy learning from past and ongoing initiatives.

Activities in WP3 begin with an identification of new modes of governance in climate change, forests and agriculture international policy arenas. Data will be gathered (mainly through interviews) for an analysis of international actors and their policy coalitions and the effects on international, national and subnational REDD+ policy and strategy design within these modes of governance. This will allow for an analysis of effects on these modes on the evolution of REDD+ ideas, and its political legitimacy. In the final step, we conduct a comparative analysis of institutional and policy change to understand what hinders or enables transformational change, and we conduct an analysis of information and knowledge flows across modes, levels and sector to inform policy learning.
Duties and responsibilities

The aim is to stimulate joint research activities with CIFOR, and bring together diverse expertise in the analysis of new modes of governance, policy networks, and influence structures across multiple levels and modes of governance that all aim at reducing emissions through avoided deforestation.

The research activities are aimed at contributing to the outputs and activities in WP3, in particular on:
• The identification and analysis of new modes of governance and how they influence national and subnational REDD+ policy design,
• Analysis of international actors and their policy coalitions and the effects on international, national and subnational REDD+ policy and strategy design,
• Analysis of effects of identified modes of governance and actors on the evolution of REDD+ ideas, its political legitimacy, and feedback back into the international negotiations.

The tasks are as follows:
• Conduct a systematic review and analysis on the existing modes of governance in climate change, forests and agriculture international policy arenas,
• Contribute to the methodology and questionnaire development on international actors and their policy coalitions and the effects across levels; maintain and transcribe the data,
• Provide scientific inputs on the analysis of effects of identified modes of governance and actors on the evolution of REDD+,
• Lead author for the scientific paper based on systematic review result; and contribute to other related publications,
• Other tasks as they arise.
Education, knowledge and experience

Partner organisation should have a long standing expertise in the field of environmental and climate governance, forest policy research, and the application of qualitative and quantitative methods in policy analysis
