Plan International Indonesia is presently implementing its country strategic 4 (CS 4) covering fiscal year 2017 to 2022, where the country objective has been defined as “to identify and facilitate the removal of obstacles that prevent children from enjoying their rights and participating fully in Indonesian society”. The organisation’s purpose is to “strive for a just world that advances children’s rights and equality for girls”. This goal will be achieved by providing technical support and implementing quality programs and projects through partnership. An effective and efficient communications strategy is a must for Plan Indonesia to share the outcomes of these projects to influence different actors, specially state authorities and to position Plan’s profile within and outside at different levels – starting from community, sub district, district to national, regional and international levels.
Due to organizational LEARN Project, Plan International Indonesia is looking for dynamic staff to be based in Kupang for the position:
SCILD Project Manager – Contract Based
He / She responsible to lead the overall planning, implementation, monitoring, and reporting of the Strong CSOs for Inclusive Livestock Development (SCILD) Project in the livestock sector through strengthen the capacity of livestock-focused local CSOs to work in a sustainable, and gender-sensitive in 5 districts (Kupang, TTU, TTS, Malaka and Belu) of West Timor, NTT Province Indonesia. Manage partnership, and ensure proper documentation and reporting to the donor agencies. Program Planningindicator for success: Support the planning and design of the project implementation plan, monitoring and evaluation framework, budget plans, and communications strategy; Develop and submit a consolidated annual work plan on the basis of the area project specific plans; Communicate with CO YEE team and donor on program planning and budget; Liaise closely with project partners and Government stakeholders to develop project planning. Program implementation inline with the project design and planning Indicator for success: Coordinate program implementation with YEE National Program Manager and team; Linkage PU’s and area specific programs with overall program design ; Monitor, Coordinate, and Supervise partners and related stake holders for provision of technical support services and research; Develop and coordinate scaling up strategies. Communication, Monitoring and Reporting Indicator for success: Conduct Monitoring to program implementation in 5 districts of NTT province (Kupang, TTU, TTS, Malaka and Belu), Indonesia, and facilitate discussion and coordination between all YEE partner institution and Plan Program Unit office in the field. Maintain communication with YEE National Program Manager and team on program planning and Implementation; Monitor program progress (outcomes and results) and expenditure ; Prepare progress reports for internal Plan use to YEE National Program Manager; Prepare informative and high quality donor reports; [Something about overall management of SAP ; Collaborate with Communications team to implement communications strategy; Communicate about the program with outside parties; Represent CO YEE team. Networks and Learning Indicator for success: Establish external networks in order to strengthen the implementation of YEE program, to Exchange experiences and to scale up program implementation; Seek innovation and put in place improved learning practices within and outside the program
COMPETENCY REQUIREMENT :
Education: Master in Animal/Veterinary Science, economics, agronomy, farming system related field, or rural development . 5 (five) years project management experience preferably in livestock, green skills, value chain, climate change, agriculture or rural development with international NGO’s or UN. Experience working with donor i.e European Union, World Bank, USAID and UN agency. Experience of managing project implementation, delivering on obligations and a good awareness of donor requirements and priorities. Experience on promote livestock based income generation activities and improved livestock rearing and healthcare practice .Experience in capacity building for local CSOs. Experience fattening techniques (improved feed storage, animal health and hygiene, adaptation to climate change, etc). Experience in representational roles. Experience in promoting and developing learning in the area of expertise. Experience managing a team. Skill in a diversity of partnerships, NGOs, research and government. Demonstrated experience working with governments closely and effectively. Knowledge of agriculture and rural development policy environment. Strong cross-cultural skills and a demonstrated ability to influence change without direct authority, and to work successfully with farmers and professionals. Financial and budgeting skills; Ability to deploy at short notice; Excellent communication skills (verbal and written); strong negotiation and facilitation skills; Ability to work to tight deadlines, under pressure and to multi-task; Ability to work in insecure and difficult environments . Understand well on program cycle: planning, implementing, monitoring and evaluating development projects.. Commitment to child rights and CCCD implementation Knowledge and Skill: Good understanding about Youth Economic Empowerment (YEE) concept and practices. Good understanding about Livestock concept and practices. Good understanding about CSO strengthening concept and practices. Good facilitation and communication skill. Good networking with government organization, non government organization, and others relevant institution. Good interpersonal skill and team work . Understand about human right and child right. Good adaptation and familiar and sensitive to local culture and custom. Good computer skill and Writing skills in English. Willing to travel extensively (75 %)
